3. 国家外汇管理局关于印发《资本项目外汇业务指引（2024 年版）》的通知（2024

为进一步优化资本项目外汇业务管理，提升跨境投融资便利化水平，精简业

务流程，便利机构、个人等主体资本项目外汇业务办理，国家外汇管理局制定了

《资本项目外汇业务指引（2024 年版）》，现予印发。

To further optimize the management of foreign exchange business for capital

projects, enhance the level of facilitation of cross-border investment and financing,

streamline business processes, and facilitate the handling of foreign exchange

business for capital projects by institutions, individuals, and other subjects, the State

Administration of Foreign Exchange (SAFE) has formulated the Guidelines on

Foreign Exchange Business for Capital Projects (2024 Edition).

4. 中国证监会关于资本市场服务科技企业高水平发展的十六项措施（2024 年 4

月 19 日）

为进一步健全资本市场功能，优化资源配置，更大力度支持科技企业高水平

发展，中国证监会提出了十六项措施。其中，加大金融产品创新力度方面，提出

丰富科创板、创业板衍生品供给，积极推进科创 50、创业板股指期货和期权研

发上市。
